What is CLB โ and why IRCC uses it
CLB stands for Canadian Language Benchmarks. It is Canada’s official standard for measuring English (and French) language proficiency. IRCC does not use raw PTE Core scores directly โ it converts them to CLB levels first, then assigns CRS points based on those CLB levels.
This matters because your PTE Core score of 68 in Speaking doesn’t mean anything to IRCC on its own. What matters is what CLB level that score converts to โ which in this case is CLB 7. That CLB 7 then earns you 16 CRS points for Speaking, not 68.
The CLB scale runs from 1 (beginner) to 12 (native-equivalent). For practical immigration purposes, CLB 4 through CLB 10 is the relevant range. PTE Core scores are reported on a scale of 10โ90 per skill, with different score ranges mapping to each CLB level for each skill (Listening, Reading, Writing, and Speaking each have their own conversion column).

Per-skill score breakdown โ what to target
Each of the four skills has its own scoring pattern in PTE Core. Understanding the individual thresholds helps you plan your preparation strategically โ focusing effort on the skills where you are just below a CLB threshold.
Tasks: summarise spoken text, multiple choice, highlight correct summary, fill in the blanks, select missing word, highlight incorrect words, write from dictation.

Tasks: write email (formal), summarise written text. Writing is often the hardest skill to push to CLB 9 โ the threshold jumps from 79 (CLB 8) to 88 (CLB 9). Focus extra time here.
Tasks: read aloud, repeat sentence, describe image, re-tell lecture, answer short questions. Speaking is AI-scored โ structured templates significantly improve scores.
CLB levels โ CRS points (2026)
This is where your CLB level becomes real money in your Express Entry profile. Language is the single highest-earning factor in the CRS โ a single applicant can earn up to 136 CRS points from their first official language alone. That is more than any other factor including education, age, or work experience.
Points are awarded per skill, per CLB level. The table below shows the CRS points for a single applicant (no spouse). Married applicants earn slightly fewer per skill but the same pattern applies.

CLB 7 vs CLB 9 โ why 56 points changes everything
The number every Express Entry candidate must know: 56
The difference between scoring CLB 7 in all four skills and CLB 9 in all four skills is 56 CRS points in core language alone. At recent general draw cut-offs of 525โ545, those 56 points are often the difference between receiving an ITA this month and waiting another 6โ12 months. When you add the Skill Transferability Bonuses that CLB 9 unlocks (education + language, foreign work experience + language), the total gain for many applicants is 80โ100+ CRS points from a single language score improvement.
The maths, written plainly
At CLB 7, each of your 4 skills earns 16 CRS points โ total = 64 points from first language.
At CLB 9, each of your 4 skills earns 31 CRS points โ total = 124 points from first language.
The difference: 124 โ 64 = 60 points from core language. Adding Skill Transferability Bonuses, the real-world gain for a candidate with a degree and foreign work experience is typically 80โ100 additional CRS points.
Real scenario: the 4โ6 week investment worth 80 CRS points
A Pakistani candidate with a Bachelor’s degree and 3 years of skilled work experience currently has a CLB 7 score in PTE Core (60 in Listening, 51 in Reading, 65 in Writing, 60 in Speaking). By spending 4โ6 weeks in intensive coaching and retaking the test โ targeting CLB 9 (82 Listening, 69 Reading, 88 Writing, 76 Speaking) โ they add approximately 60 core language points plus up to 25 education transferability points. That is 85 additional CRS points from a single test retake. At a general draw cut-off of 535, this is often the difference between waiting indefinitely and receiving an ITA within months.
Minimum CLB requirements by Canadian immigration programme
Different immigration streams have different minimum CLB requirements. Every skill must individually meet the minimum โ there is no averaging across skills.

5 CLB mistakes that cost applicants their Canada PR
Mistake 1: Targeting the overall score instead of per-skill scores
The most damaging mistake. A candidate targets an overall PTE Core score of 70, achieves it, then discovers their Reading score was 48 โ which is CLB 6, below the CLB 7 minimum. IRCC checks each skill independently. Always track your four skill scores individually, not your overall score.
Mistake 2: Booking PTE Academic instead of PTE Core
These are two separate tests on the same Pearson booking platform. PTE Academic is for Australia, UK universities, and other destinations. PTE Core was introduced specifically for Canadian immigration. When booking at pearsonvue.com, confirm the test name says “PTE Core” before paying the CAD $340 fee.
Mistake 3: Settling for CLB 7 when CLB 9 is achievable
CLB 7 meets the minimum for FSW โ but it earns you 64 CRS points from language. CLB 9 earns 124 CRS points. The 4โ6 weeks of additional preparation required to move from CLB 7 to CLB 9 translates directly into an earlier ITA. Given recent draw cut-offs of 525โ545, most candidates at CLB 7 are still well below the cut-off line. CLB 9 should be the default target for anyone serious about a timely ITA.
Mistake 4: Ignoring the Writing skill CLB 8โ9 gap
To move Writing from CLB 8 to CLB 9, the score threshold jumps from 79 to 88 โ a gap of 9 points. On a 10โ90 scale, that is a significant jump. Most candidates find Writing the hardest skill to push above CLB 8. If your other three skills are at CLB 9 and Writing is at CLB 8, targeted writing practice (specifically Email Writing templates and Summarise Written Text strategies) is essential.
Mistake 5: Submitting an Express Entry profile with scores that expire
PTE Core scores are valid for 2 years from the test date for IRCC applications. Your scores must be valid not just at the time of profile submission but at the time of ITA and throughout the application process. If your scores expire before your PR application is processed, you will need to retake the test. Plan your test timing to ensure scores cover the full application period.
PTE Core vs IELTS General โ which to choose for Canada?
Both PTE Core and IELTS General Training are accepted by IRCC. Once converted to CLB, they earn identical CRS points at the same CLB level. The choice between them comes down to test format, preparation strategy, and personal strengths.

Our recommendation: if you are preparing from outside Canada and want a structured, template-based approach with fast results, PTE Core is an excellent choice. If you have already been preparing for IELTS, already have practice materials, or want the security of the One Skill Retake option, IELTS General Training is equally valid. The CRS points are identical once you hit the same CLB level on either test.
